The authors were involved in developing an ethical framework to assist the Queens Region Board (Prince Edward Island, Canada) set priorities in health and health care. Two and one half years after the adoption of this framework, the authors undertook an evaluation of the framework. This paper will discuss: a) the historical background of regionalization in Canada, and in particular the circumstances leading up to the institution of regional boards in Prince Edward Island; b) the sorts of ethical issues facing (...) the Queens Regional Board; c) issues arising in connection with the use and development of ethics frameworks for managing ethical issues in priority setting; d) the framework adopted by the Queens Board and the process that led to its development; e) issues arising as concerns implementation of the framework; f) questions and issues pertinent to other boards and bodies considering similar initiatives. The nineteenth-century British philosopher William Hamilton defended his law of the conditioned in part on the strength of its ability to offer a satisfactory theory of causation. He maintained that our belief that every event is the outcome of some cause and the source of some further effect finds its ground, not in the world, but rather in the limitations of our own minds; specifically in our inability to conceive of either absolute commencement of being or its absolute (...) annihilation. While radically unlike modern conceptions of causality, Hamilton's account is better able to defend itself than either its critics or its neglect might suggest, while its modest and negative formulation recommends it to those of a sceptical tendency. Machine learning algorithms pervade contemporary society. They are integral to social institutions, inform processes of governance, and animate the mundane technologies of daily life. Consistently, the outcomes of machine learning reflect, reproduce, and amplify structural inequalities. The field of fair machine learning has emerged in response, developing mathematical techniques that increase fairness based on anti-classification, classification parity, and calibration standards. In practice, these computational correctives invariably fall short, operating from an algorithmic idealism that does not, and cannot, address systemic, Intersectional (...) stratifications. Taking present fair machine learning methods as our point of departure, we suggest instead the notion and practice of algorithmic reparation. Rooted in theories of Intersectionality, reparative algorithms name, unmask, and undo allocative and representational harms as they materialize in sociotechnical form. We propose algorithmic reparation as a foundation for building, evaluating, adjusting, and when necessary, omitting and eradicating machine learning systems. (shrink)

This article uses the example of public sector outsourcing to explore how elite power can be fallible. A contract between the state and private companies represents a complex interweaving of different kinds of power with uncertain outcomes: the experience of outsourcing in the UK and elsewhere is that it frequently goes wrong, with fiascos creating political embarrassment for states and financial problems for companies. Drawing on Deleuze and Guattari, the article explores how the contract is a political device that can (...) be both tool and weapon but which has uncertain outcomes. In doing so, it makes a distinctive contribution by arguing that elite work is often about repair and managing the political or financial consequences of failure. (shrink)

As scientific and engineering efforts become increasingly global in nature, the need to understand differences in perceptions of research ethics issues across countries and cultures is imperative. However, investigations into the connection between nationality and ethical decision-making in the sciences have largely generated mixed results. In Study 1 of this paper, a measure of biases and compensatory strategies that could influence ethical decisions was administered. Results from this study indicated that graduate students from the United States and international graduate students (...) studying in the US are prone to different biases. Based on these findings, recommendations are made for developing ethics education interventions to target these decision-making biases. In Study 2, we employed an ethics training intervention based on ethical sensemaking and used a well-established measure of ethical decision-making that more fully captures the content of ethical judgment. Similar to Study 1, the results obtained in this study suggest differences do exist between graduate students from the US and international graduate students in ethical decision-making prior to taking the research ethics training. However, similar effects were observed for both groups following the completion of the ethics training intervention. (shrink)

Inspired by the work of Wilfrid Sellars, Michael Williams launches an all-out attack on what he calls "phenomenalism," the idea that our knowledge of the world rests on a perceptual or experiential foundation. The point of this wider-than-normal usage of the term "phenomenalism," according to which even some forms of direct realism deserve to be called phenomenalistic, is to call attention to important continuities of thought between theories often thought to be competitors. Williams's target is not phenomenalism in its (...) classical sense-datum and reductionist form but empiricism generally. Williams examines and rejects the idea that, unless our beliefs are answerable to a "given" element in experience, objective knowledge will be impossible. Groundless Belief was first published in 1977. This second edition contains a new afterword in which Williams places his arguments in the context of some current discussions of coherentism versus the Myth of the Given and explains their relation to subsequent developments in his own epistemological views. Indeed, some philosophers think that, without the problem of skepticism, we would not know what to make of the idea of distinctively philosophical theories of knowledge. This article argues we can better interpret key aspects of Plato's Phaedo, including Socrates' cryptic final words, if we read the dialogue against the background of Greek manumission. I first discuss modes of manumission in ancient Greece, showing that the frequent participation of healing gods (Apollo, Asklepios, and Sarapis) reveals a conception of manumission as “healing.” I next examine Plato's use of manumission and slavery as metaphors, arguing that Plato uses the language of slavery in two main ways: like real (...) slavery, metaphorical slavery could be good, if it reflected a natural hierarchy, or bad, if it entailed an inversion thereof. Accordingly, metaphorical manumission from good and bad “slavery” are shown to be bad and good, respectively. Finally, I reread Plato's Phaedo, showing that Socrates, a willing “slave” of the gods, seeks the “manumission”/healing of his soul. It is in exchange for his complete “manumission,” attainable only through the death of his body, that Socrates offers a cock to the healing/manumission god Asklepios. (shrink)

This is an analysis of a large facial formation set within a glacial moraine along the southeast corner of Alberta, Canada, known as the Badlands Guardian. The formation is presented in one aerial and three satellite images acquired over the past 70 years by the Alberta Department of Lands & Forests and Google Earth. The images reveal a profiled portrait of a human head wearing a feathered headdress. The facial features include an eye, nose, mouth, chin, neck, and jawline. The (...) headdress consists of a headband containing a staggered set of feather-shaped extensions. When taken together these aesthetic features create the visual impression of a left-facing portrait of an indigenous tribesman wearing a feathered headdress. A claim of intelligent design is offered and a geologist and geoscientist examine natural mechanisms that could contribute to the formation of these aesthetic features. A comparison of the iconographic tribal motifs of both North and South America is presented and a request for an extensive ground exploration and additional satellite images of this formation is encouraged. Ancients and moderns alike have constructed arguments and assessed theories on the basis of common sense and intuitive judgments. Yet, despite the important role intuitions play in philosophy, there has been little reflection on fundamental questions concerning the sort of data intuitions provide, how they are supposed to lead us to the truth, and why we should treat them as important. In addition, recent psychological research seems to pose serious challenges to traditional intuition-driven philosophical inquiry. Rethinking Intuition brings together a (...) distinguished group of philosophers and psychologists to discuss these important issues. We believe that clinical ethics consultants (CECs) should offer advice, options, and recommendations to attending physicians and their teams. In their article in this issue of The Journal of Clinical Ethics, however, Kornfeld and Prager give CECs a somewhat different role. The CEC they describe may at times be more aptly understood as a medical interventionist who appropriates the roles of the attending physician and the medical team than as a traditional CEC. Misophonia has been characterized as intense negative reactions to specific trigger sounds. However, recent research suggests high-level, contextual, and multisensory factors are also involved. We recently demonstrated that neurotypicals’ negative reactions to aversive sounds are attenuated when the sounds are synced with positive attributable video sources. To assess whether this effect generalizes to misophonic triggers, we developed a Sound-Swapped Video database for use in misophonia research. In Study 1, we created a set of 39 video clips depicting common trigger sounds (...) and a corresponding set of 39 PAVS temporally synchronized with the OVS videos. In Study 2, participants rated the 39 PAVS videos for their audiovisual match and pleasantness. We selected the 20 PAVS videos with best match scores for use in Study 3. In Study 3, a new group of participants observed the 20 selected PAVS and 20 corresponding OVS and judged the pleasantness or unpleasantness of each sound in the two contexts accompanying each video. Afterward, participants completed the Misophonia Questionnaire. The results of Study 3 show a robust attenuating effect of PAVS videos on the reported unpleasantness of trigger sounds: trigger sounds were rated as significantly less unpleasant when paired with PAVS with than OVS. Moreover, this attenuating effect was present in nearly every participant regardless of their score on the MQ. In fact, we found a moderate positive correlation between the PAVS-OVS difference and misophonia severity scores. Overall our results provide validation that the SSV database is a useful stimulus database to study how misophonic responses can be modulated by visual contexts. Here, we release the SSV database with the best 18 PAVS and 18 OVS videos used in Study 3 along with aggregate ratings of audio-video match and pleasantness. We also provide detailed instructions on how to produce these videos, with the hope that this database grows and improves through collaborations with the community of misophonia researchers.
